The Russian Ministry of Construction intends to approve the GIS (state information system) project, which will put in order state control over the sale and construction of real estate, including the rental market of buildings.
According to Kommersant, the draft states that the owners of real estate, if the project is accepted, will be required to enter transaction data into the GIS within thirty days.
The calculations carried out by the party under the contract must be carried out through an online application. If the owner violates the rule, he faces a fine of up to 5,000, for legal entities – 50,000.
According to the source of the publication, GIS will be exclusively a state platform, and the functions of the operator will be performed by the Ministry of Construction.
He also mentioned the purpose of the project. This is the actual destruction of “black” and “gray” markets, protecting the interests of employers.
In turn, the deputy head of the Ministry of Construction Nikita Stasishin explained that the draft will be submitted to the State Duma in the spring. According to the department, due to the low level of taxes collected by the state in this area, the Russian treasury loses about 162 billion rubles annually.
