The list of regional services available on the portal “Public Services” has expanded.
Since December 1, many new laws and new regulations come into force in Russia, including new tariffs for housing and communal services, real estate standards and others.
Indexation of tariffs for housing and communal services from December 1
According to RIA “News” this is the second time in a year, and 7 months exceeds the previously planned deadlines. The next indexing will take place in July 2024.
The indexation will affect tariffs for gas, garbage collection, electricity transmission, supply of cold and hot water and heat, while the marginal growth will not exceed 9%. So, every month a family of three people will pay about 324 rubles. The final decision should be made by the regional authorities.
On average, the total payment for housing and communal services in the country will grow more slowly, and from July 1, 2024 will grow by 6.3%, from July 1, 2025 – by 5.3%.
Unified urban planning system
From December 1, 2022, a unified state information system for urban planning activities (ISOGD) will be launched in Russia. Russians, as ordinary citizens, as well as company owners and government representatives, will be able to receive all relevant data on Russian real estate.
The authors of the project explained that all the documents on the objects are systematized in one resource, this applies to both under construction and finished buildings and structures.
Digital CHI policy
A medical policy for receiving medical care will not be required from December 1. It will be enough for Russians to present a passport or a birth certificate (for children under 14 years old).
Neither a paper document nor a plastic card is required to be presented anymore. The FOMS reported that the technologies for the digital policy have already been worked out and are functioning normally.
The Ministry of Health of Russia also said that all newborns will now be entered into the register of insured persons on birth certificates automatically. Information about persons who have recently become citizens of the Russian Federation will also be added.
There are more functions on the portal of Public Services
The list of regional public services has grown through the portal “Public services ”, which previously could only be obtained in electronic form or were provided by the regional authorities.
So, Russians can register self-propelled cars and trailers for them. You can also get a tractor driver’s license through the portal, send a personal income tax declaration, get an extract from the State Register, a number of licenses and permits.
Also, it is now available to receive some child benefits, registration of real estate rights on Public Services.
The regional authorities have a chance to place their services on the site themselves. For example, according to the certification of teachers, the recognition of a Russian in need of social services, to give data on free housing in the region, to coordinate housing redevelopment, to issue a permit for capital construction and the commissioning of housing.
From December 1, Russians can register with the tax authority for Public Services. The signature for the application is put through the receipt of the key on the service “State Key ”.

The rules for maintaining the construction information system come into force
The authorities have obliged to maintain accounts in the social network “VK ” and “OK ”. This applies to both state bodies and local self-government bodies, departments of local departments and courts. The decision came into force on December 1.
According to the government’s decision, the authorities should post reports on events on social networks, comment on topical issues and topics. Contacts must be specified – e-mail and phone numbers. The page in the social network must have the icon “State Organization ”.
Private hamams and solariums in apartments, furniture stores in residential buildings
On December 1, the order of the Ministry of Emergency Situations of Russia came into force that hamams and infrared cabins will be allowed to be installed in apartments of residential buildings in Russia.
According to departmental requirements for space-planning and structural solutions, it is still impossible to arrange baths and saunas in houses.
Since December 1, the Ministry of Emergency Situations has allowed the arrangement of residential buildings and furniture stores, the format: design studios, exhibition halls and offices for accepting and receiving orders.
