The media learned that on September 24, during a meeting on the funded component of mandatory pension insurance, the head of the Ministry of Finance Anton Siluanov announced that the ministry supports the changes of the funded part, which has been frozen since 2014, to a voluntary standardized NGO scheme, which will work according to uniform rules.
As Kommersant reports, citing sources in the pension market and the government, in fact, the scheme, which was conditionally called OPS, resembles the relationship between a client and a bank on deposits.
That is, the transfer of funds from the fund to another fund means the termination of contractual relations with one non-state pension fund and a contract with another, in which the accumulated money is transferred in a non-cash form.
The ministry also expressed support for the creation of a system that would guarantee the rights of Russians who have joined voluntary programs.
At the same time, the issue for further discussion remains the stimulation of the voluntary transition of Russians to the new pension formation system.

According to experts, it is the nature and scope of these incentive measures that will affect whether the restart of the OPS will be successful.
In turn, State Duma deputy Svetlana Bessarab, speaking with the publication “Duma TV”, said that the pension reform in Russia is “long overdue”.
She explained that the freezing of the funded part of the pension, which has been going on for seven years, prevents Russians from forming their pension savings.
“The Ministry of Finance offers a rather interesting scheme,” the politician believes.
