Rosfinmonitoring proposed to introduce a maximum limit for transfers of individuals who make them without opening an account. The amount that the agency proposes to introduce is 60,000 rubles.

According to Kommersant, it is planned to amend two federal laws: on the national payment system and anti-corruption.

It is also reported that the draft law of Rosfinmonitoring cancels the right of the bank to independently fill out settlement documents during the identification procedure.

That is, a ban is being introduced on the use of data received from payers without their personal participation.

The publication reports that the bill allows not to specify the place of residence of an individual when transferring up to 100,000 rubles.

As for the timing of the submission of the draft, the Bank of Russia announced the receipt of the document, but could not say when its elaboration would end.

According to the head of the Association of Banks of Russia Alexey Voilukov, the reasons for the appearance of the new law are unknown to him, because there is no explanatory note to it, and the proposals themselves generate a lot of inconveniences.

Another expert, the head of the AED Viktor Dostov, the maximum transfer amount without opening an account should be set at 600,000 rubles. This will affect a smaller number of Russians, he explained.

They will be able to keep the opportunity not to show up at the bank office to make a transfer.

Experts also pointed out that banks will also have to rebuild. They will need to change the autopayment systems to meet the new requirements.
